Hurghada is certainly bustling. there's a lot of building and development happening so the resort is definitely growing. But best to stay wihtin the resort and go all inclusive IMO.
There was a lot of building work and things happening in Hurghada when when I went. Beaches are great though, nice and clean and you could spend the whole day there.
We didn't leave the resort, as everything was provided in our all inclusive package, but seems like a nice area. Weather was great, shuttle bus to the beach was handy. Some areas look very poor, so we were happy to stay within the resort.
